Filipino paypal account holders who do not have US based bank accounts have the option to withdraw their paypal funds from their credit, debit, or prepaid card that has a Visa or MasterCard logo.
I tried to add my credit card with a mastercard logo but here is what appears in my paypal panel:
Unfortunately, I do not have a VISA branded card to check whether it will allow paypal fund withdrawals.
Comments at yugatech.com’s Send & Receive payments via Paypal in the Philippines post seem to verify my suspicion that paypal account holders in the Philippines cannot withdraw from their Mastercard branded cards. According to JC John SESE Cuneta:
“Visa Credit Card for Metrobank accepts PayPal withdrawals.
Mastercard Credit Card for Metrobank do NOT accept PayPal withdrawals.A friend of mine with Visa Electron can withdraw also, but a Mastercard debit card can not.
It seems that Philippine-issued Mastercards can not receive withdrawals of PayPal money, but Visa does (well Visa > Mastercard when it comes to availability)”.
The Paypal blog also has this to say:
“PayPal now offers account balance withdrawals to Visa-branded credit, debit, or prepaid cards in 26 international markets.”
note there is no mention of mastercard.
Anyone here in the Philippines who has successfully used their Mastercard branded cards to withdraw paypal money?

Only Visa cards are indeed accepted. Here is from paypal:

I am curious as well if any Filipinos were able to use their MasterCard for PayPal withdraw. My MasterCard doesn’t work, but Visa does.
It appears then that PayPal support is only 50% because there is no MasterCard support for the Philippines for PayPal fund transfers.
I have read somewhere that Union bank EON can be used for paypal.
@JC John: I hope somebody can confirm if Mastercards cannot really be used to withdraw paypal money so card holders will consider other options to get their funds.
@Dexter: I dont have a Union bank EON but yes, it can be used to withdraw paypal money. EON is also Visa
It is confirmed. Only visa cards are accepted. I have read it from my paypal panel just today
Ahh, thanks for the update. It is sad then that MasterCard is not offering PayPal withdraw for the Philippines. I guess this time it isn’t PayPal’s fault.

. I dont have any visa card. I might try to get the eon debit card though.
I’m also planning to get a Visa Electron debit card for paypal withdrawals only. I prefer to separate my card for purchases from my card for paypal withdrawals.
I’ll be applying for EPCI’s Visa Electron, which I was told was adopted with the merging (still have to confirm myself). BDO’s a MasterCard partner, so it now appears (as some rumours says) that BDO-EPCI have both.
Hi—I think your best option really is to get a Union Bank Cyber Eon Card. It’s easy actually–just open their site adn then register. No initial deposit nor maintaining deposit needed. It’s compatible with PayPal too. By the way, hope we can exchange links..

wow, I am also based in Davao. i tried to apply my BPI express account which of course was not accepted. I am going to apply for an EON. I don’t know if I should get the Cyber Account or VISA.

Actually you can withdraw to a Philippine issued mastercard as long as a Visa card is attached to your Paypal account. What I did with mine was use my mother’s card to verify my account and attached my debitcard (mastercard) and was able to withdraw.
When I removed the Visa card because I’ve read about some frauds being comitted, voila! I can no longer withdraw funds to my mastercard.
You can also use the Chinabank tellercard, when I tried it took about 3 days for it to say completed in Paypal and another 3 business days before it reflected on my chinabank card. It’s another alternative but the bank fee charge is around P 200+
You can also use Payoneer Mastercard
